New Zealand water market reform to accelerate Veolia's Trans-Tasman water business

NZ and Australian water businesses to unite: Veolia will combine its Trans-Tasman water operations to boost expertise and resources available in New Zealand  to capitalise on the growth potential of local water reforms and bring more boots on the ground to NZ. 


Veolia has announced a strategic integration of its Australian and New Zealand water operations. This change positions the company for future growth, driven by the opportunities created by New Zealand’s water reforms and significant infrastructure investment expected over the next decade.

These reforms, including the creation of Council Controlled Organisations (CCOs) to run and manage local water services, provide a strong platform for Public Private Partnerships ― a model Veolia has successfully deployed worldwide. Water infrastructure investments across NZ are predicted to reach NZ$48B  over the next decade, split evenly between renewals, service enhancement, and new assets. This creates a major opportunity for experienced operators with established platforms and resources across Australasia and the Pacific.

The strategic shift was galvanised by a leadership transition. After leading the New Zealand water business for the past three and a half years through a period of sector transformation, Emma Brand will leave in February 2026 to pursue a role in Australia.

Dan Spiller, currently Veolia’s Australian Chief Operating Officer for Water, will transition into the leadership role over the coming weeks and oversee the combined Trans-Tasman water operations.
